Run paid ads with a measurement plan—not a wish

What to track, how to structure a small-budget test and when to stop or scale.

Advertising is a way to buy an opportunity to learn from prospective customers. It is not a substitute for a clear offer, an effective landing page or a way to measure meaningful outcomes.

Before choosing TikTok, Google Search or another platform, write down the commercial action you want. For a local service this might be a qualified enquiry; for a professional freelancer, a conversation about a defined project; for an online store, a completed purchase. Engagement and clicks are useful diagnostics, but they do not by themselves establish commercial success.

Start with one measurable conversion

Google Analytics defines events as measured interactions with a website or app. Its documentation covers recommended and custom events, and tools for testing that they fire as intended. [1] You do not need an enormous dashboard: you need trustworthy definitions for the actions that matter.

For an external marketplace such as Fiverr, a click on a gig link is an outbound referral action, not a confirmed booking or order. Your website can measure that referral once analytics is properly configured. Actual Fiverr purchases may not be directly observable in your website's analytics, so resist reporting referral clicks as sales.

Choose the channel by demand and context

Search advertising can work well when people already describe a problem or service in search terms. Short-form social content may be useful for creating interest or demonstrating expertise before someone searches. Neither is universally cheaper or better; the result depends on audience, offer, creative, market and measurement quality.

The SBA's marketing framework encourages aligning promotional choices with the target market, sales goals and budget rather than selecting channels in isolation. [2] Write down the specific job of the channel before setting the budget.

Build a small, controlled experiment

  1. Audience: describe one need and the people likely to have it.
  2. Offer: make a single, believable promise on the ad and landing page.
  3. Action: identify a click, enquiry or purchase that you can measure consistently.
  4. Limits: establish the maximum test spend and the conditions for pausing.
  5. Learning: record what the results say and, importantly, what they cannot say.
Illustrative test—not a performance forecast

If a $150 test produces 100 visits and five relevant enquiries, your observed enquiry cost is $30. But five events are a small sample. Repeatability, enquiry quality and actual revenue matter more than declaring success from one short run.

Align the entire journey

A search ad about “Shopify setup” should open a page explaining Shopify setup, not a vague homepage with several unrelated services. A short video about brand positioning should lead to an article or service page where that advice continues. Consistency reduces the mental work between promise and next step.

Make it easy to distinguish different campaigns by using consistent campaign naming and tracking parameters where supported. Review whether people stay, explore, enquire and purchase—not just whether the ad platform reports strong click-through rates.

What to review every week

QuestionUseful evidence
Did the ad reach relevant people?Search terms, audience signals, customer questions
Did the message match the page?Landing-page behavior, feedback, engagement
Did anyone take the intended action?Verified conversion events or qualified enquiries
Should we invest more?Quality, revenue potential, uncertainty and available margin

The takeaway: a small business can buy traffic before it has earned clarity, but that usually makes the uncertainty more expensive. The smarter sequence is offer → page → measurement → controlled campaign → iteration.

Make this useful: Campaign learning plan

A short worksheet to turn the guide into a decision:

  1. Which customer action counts as success?
  2. How will you validate that action is tracked?
  3. At what point would you pause or change the test?

30-minute next move: Write your primary conversion definition before changing any targeting or creative.
